Fire alarm compliance for landlords โ€” explained

An EICR (Electrical Installation Condition Report) is a formal inspection and test of the electrical systems within a property. It assesses the safety and condition of fixed wiring, consumer units, sockets, switches and earthing arrangements against current standards (BS 7671).

The report identifies any defects, deterioration, or non-compliances in the electrical installation, classifying them by severity (see codes below). A satisfactory EICR confirms that a property's electrics are safe for use.

Is an EICR a legal requirement?

Yes. Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, all private landlords in England must:

  • Have the electrical installation inspected every 5 years
  • Obtain a satisfactory EICR before a new tenancy begins
  • Provide a copy to existing tenants within 28 days of inspection
  • Remediate any C1 or C2 codes within 28 days

Failure to comply carries fines of up to ยฃ30,000 per property, and can prevent section 21 eviction notices from being served.

Every defect found in an EICR is classified by severity. Here's what each code means and what you need to do.

C1

Danger present

Immediate risk to life or property. Examples: exposed live conductors, missing earth connections. Requires immediate remediation before property can be re-let.

C2

Potentially dangerous

Not immediately dangerous but could become so. Must be remediated within 28 days. Examples: overloaded circuits, deteriorated insulation, lack of RCD protection.

C3

Improvement recommended

Not a safety risk but doesn't meet current best practice. Does not prevent a satisfactory certificate from being issued. Remediation optional but recommended.

FI

Further investigation

The inspector was unable to confirm safety of a particular element without further tests. Requires follow-up investigation before a final assessment can be made.
